Dr. Carrie L. Frazier is the founder of Village Keepers, Inc., formerly known as RUA’H Community Outreach. The nonprofit organization was founded in 2009 with a Board of Directors and a Community Advisory Committee dedicated to providing holistic services, programs, and cultural activities designed to strengthen African American families in East and Central Contra Costa, CA who have been impacted by poverty, systemic racism, and crime.

Dr. Frazier has a Doctorate in Business Management from the University of Phoenix; and served for three years as Adjunct Faculty. She has a Masters Degree in Social Work from San Francisco State University, San Francisco. CA. Dr. Frazier received a Certificate in Ministry from the Allen Temple Leadership Institute, Oakland, CA and a Certificate in Community Service
Chaplaincy from Patton College, Oakland, CA.

Dr. Frazier has over 50 years’ experience in public service. creating social support programs to improve the lives of underserved, disenfranchised families in the cities of Antioch, Pittsburg, Concord, and Richmond, CA. She has provided social services to community residents, school districts, civic groups, businesses, churches and corporations throughout Contra Costa
County and the greater San Francisco, CA Bay Area. She is a Licensed Psychotherapist, Mental Health Educator, Mentor, Health & Wellness Educator, Parenting & Life Skills Educator, Case Manager, Equity/Diversity Consultant, Author, and Public Speaker.
