Dr. Carrie L Frazier is the Founder/CEO of the Village Keepers, Inc. that serves East and Central Contra Costa County, CA. She has a Doctorate in Business Management from the University of Phoenix; and for three years served as Adjunct Faculty. Dr. Frazier has a Masters Degree in Social Work from San Francisco State University, San Francisco. CA. SHE received a Certificate in Ministry from the Allen Temple Leadership Institute, Oakland, CA and a Certificate in Community Service Chaplaincy from Patton College, Oakland, CA.
From 2009-2022 Dr. Frazier served as the Founder/CEO of RUA’H Community Outreach, Inc. in order to provide a comprehensive array of programs and cultural activities designed to strengthen African American families in the Contra Costa County, East Bay Community. She is an Equity Consultant and Diversity Specialist, Mental Health Educator, Mentor, Case Manager, Licensed Psychotherapist, Author and Public Speaker.
Dr. Frazier has over 50 years’ experience in public service. creating social support programs to improve the lives of underserved, disenfranchised families in the cities of Antioch, Pittsburg, Concord, and Richmond, CA. She has provided services to community residents, schools, civic groups, businesses, churches and corporations throughout Contra County and the greater San Francisco Bay Area.
